My Plan to get more money for our coastline.

Any product refined for the use in internal combustion engines will be taxed three cents a gallon. A distribution fee. In Louisiana our coastline is eroding and our quality of live is somewhat less than other places. We refine the oil for fuel to make our country run. Subsequently our air is less than perfect, our water soucres bear risk, as well our our health. It's time the state see some compensation for this. At current production rates this means almost a billion dollars a year. I don't want to tax our refineries. I want to tax their customers. The same people that made us beg for more royalties and shortchanged us.

Initial estimates put the coastline repair at fourteen billion dollars. Getting a law like this passed we could bond the money getting ten billion up front with a ten year payoff. We could get this project well underway.
